The gain followed the release of a new global study by the IBM Institute for Business Value, signaling an accelerated transformation in enterprise data strategies. The findings indicate that Chief Data Officers are rapidly repositioning data as a catalyst for AI-driven business outcomes.
CDOs Drive Shift from Custodians to Strategists
Chief Data Officers are increasingly redefining their roles from data custodians to strategic business enablers. According to the study of 1,700 global data leaders, 92% of CDOs now prioritize business outcomes over operational oversight. However, only one-third can clearly demonstrate how data contributes to measurable business results.
CDOs are shifting their focus toward using data as a tool for competitive advantage. The report shows 84% of CDOs believe their unique data products already deliver tangible market benefits. Furthermore, 78% are making proprietary data the centerpiece of their competitive differentiation strategies.
As organizations deepen digital transformation, CDOs face new challenges in quantifying data’s value. Only 29% have formal methods to assess the financial impact of data-driven decisions. Despite this, the majority recognize that leveraging data effectively will shape long-term market leadership and innovation.
AI Readiness Gap Widens Despite Growing Ambitions
The study reveals that while enthusiasm for AI remains high, readiness continues to lag. Around 81% of surveyed CDOs prioritize AI acceleration, yet only 26% express confidence in using unstructured data effectively. Many organizations still face barriers related to data integrity, completeness, and accessibility.
To overcome these obstacles, most CDOs prefer to bring AI to data rather than centralize it. About 80% have started building diverse datasets to train AI agents, but nearly the same proportion remain early in scaling and governance. Although challenges persist, 83% believe AI deployment benefits outweigh risks, reflecting growing organizational confidence in automation.
Leaders are increasingly integrating data strategy with technology investment. The proportion of CDOs reporting full integration has risen to 81%, up sharply from 52% in 2023. This alignment underscores the shift toward embedding data infrastructure into broader business modernization efforts.
Talent Gaps Threaten Data-Driven Progress
Building a data-driven culture remains essential but difficult. While 82% of CDOs recognize that unused data limits growth, many struggle to enable widespread access. Most leaders support democratization, yet they cite organizational silos and skill shortages as persistent barriers.
Talent acquisition poses a mounting concern for global enterprises. Nearly half of CDOs identify attracting and retaining advanced data talent as a top challenge, up from 32% in 2023. Only 53% believe their current recruitment delivers the needed expertise, signaling a decline from prior years.
IBM’s study highlights that organizations must align data readiness with AI ambition to unlock sustainable growth. The results emphasize a global shift toward integrating intelligent data frameworks that accelerate decision-making, drive efficiency, and strengthen competitive performance.
