Shares of Nebius Group (NBIS) gained ground during pre-market hours Tuesday following news that the company secured authorization for its most substantial American AI infrastructure project.
Missouri’s Independence City Council approved a Chapter 100 industrial development tax incentive, paving the way for Nebius to proceed with what it’s calling the “Independence” data center campus.
Arkady Volozh, the company’s CEO, described the facility as Nebius’ most significant AI infrastructure investment in America to date. “This marks our inaugural project at this magnitude, though certainly not our final one,” Volozh stated.
The campus location sits in Independence, Missouri, positioned just east of Kansas City—a region where Nebius maintains current operations.
Spanning roughly 400 acres, the development will support electrical capacity reaching 1.2 gigawatts. Construction phase estimates suggest approximately 1,200 temporary positions, while ongoing operations will sustain 130 specialized technology roles.
Nebius confirmed the installation will utilize power from Independence Power & Light, the municipally-owned electrical utility, with assurances that residential customer rates won’t increase.
What the Deal Means for Independence
Through the ratified agreement, Nebius will provide Payment in Lieu of Taxes (PILOT) contributions estimated to exceed $650 million flowing to Independence, area school systems, and various local governmental entities throughout the 20-year timeframe.
The organization has additionally pledged a comprehensive community benefits initiative featuring STEM and artificial intelligence education programs for area schools, professional development opportunities, emergency services support, and establishment of a Community Engagement Panel to maintain transparent communication with local residents.
Regarding environmental considerations, the installation will employ closed-loop cooling infrastructure that maintains water consumption levels comparable to typical commercial restaurant or office operations.
