The Portuguese digital gambling industry wrapped up 2025 with impressive performance metrics. Regulatory authority SRIJ published its fourth-quarter data revealing unprecedented gross gaming revenue during the year’s closing period.
Operators collected €337.6 million in gross revenue between October and December 2025. This represents a 4.5% improvement versus the corresponding 2024 timeframe. The figure also demonstrates a substantial 13.6% sequential increase from Q3.
Online casino products emerged as the primary revenue catalyst. Digital slot machines and table game variants produced €214 million in operator income. This reflects an approximate 16% surge compared with Q4 2024 results.
The sportsbook segment presented contrasting performance. Fixed-odds wagering on sporting events yielded €123.6 million. This marked roughly a 10% contraction from the previous year’s final quarter.
Digital Casino Products Lead Revenue Generation
Casino games currently command over 63% of Portugal’s total regulated gambling revenue. Slot machines maintain overwhelming popularity, absorbing more than 80% of all customer stakes.
Customers placed €5.9 billion in total wagers during the three-month window. This volume represents nearly 15% growth versus the same 2024 period.
Alongside slots, Portuguese players engaged with roulette wheels, blackjack tables, and crash-mechanic games. The traditional Portuguese game banca francesa also attracted significant participation. Poker variants accounted for slightly more than one percent of total gaming activity.
Regarding sports wagering, aggregate betting turnover actually climbed 7% to €571 million. The revenue decline despite volume increases indicates operators experienced compressed profit margins throughout the period.
Football matches attracted approximately 75% of all sportsbook stakes. Portugal’s top-tier Primeira Liga, England’s Premier League, and the UEFA Champions League emerged as the most wagered competitions. Tennis and basketball completed the top sports categories.
Enhanced revenues generated increased fiscal contributions for Portuguese authorities. Licensed operators remitted €99.3 million through the specialized digital gambling tax framework. This delivered an 11% boost in government tax collections year-over-year.
Market Participation and Regulatory Oversight
Portugal currently licenses 18 gambling operators managing 32 active digital platforms. These authorized sites offer sports wagering, casino entertainment, and select bingo products.
Cumulative player registrations approached 5 million accounts. Operators registered more than 230,000 fresh customer accounts during Q4 alone. Approximately 1.2 million individuals actively wagered during the quarter.
The customer base trends younger demographically. Registered users under 45 years old comprise 77% of all accounts. The 25-34 age bracket alone represents one-third of total market participants. While most customers hold Portuguese citizenship, Brazilian expatriates constitute half of all foreign players.
SRIJ maintained aggressive compliance enforcement throughout the quarter. The regulatory body issued numerous cease-and-desist notices to unlicensed gaming operators. Internet service providers received directives to block access to 116 unauthorized gambling domains.
Two enforcement matters advanced to the Public Prosecutor’s Office for potential legal action. Self-imposed gaming exclusions continued climbing, with more than 361,000 users requesting account restrictions by year’s conclusion. This figure represents approximately 7% of total registered players.
