Peru’s online gambling market has experienced dramatic expansion in the two-year period following the activation of its comprehensive regulatory system, recording 120% demand increases while virtually eliminating unlicensed operations.
Prior to 2022, Peru lacked any structured legal framework governing online sports betting or casino operations. Gaming platforms operated within an uncertain regulatory environment with minimal governmental supervision. This situation transformed with the enactment of Law No. 31557, which transferred regulatory authority to the Ministry of Foreign Trade and Tourism (MINCETUR).
The initial legislation contained a critical limitation. International gaming companies faced barriers to obtaining domestic operating licences. Legislative amendments in June 2023 corrected this issue, enabling global operators to enter the market before the framework’s complete implementation in February 2024.
Companies already operating within Peru received a limited timeframe to submit licensing applications. The application deadline arrived in March 2024. Following this cutoff, enforcement intensified.
Player engagement experienced a brief contraction during the initial transition months as both operators and consumers adapted to the new system. This temporary decline proved short-lived.
Unlicensed Platforms Virtually Eliminated
The migration away from unlicensed international brands occurred rapidly and decisively.
Following the closure of the licensing application period, consumer engagement with unlicensed operators plummeted. By July 2024, offshore gaming sites commanded less than 1% of tracked market visibility. This marginal presence has persisted through 2025.
Unlicensed operators have similarly captured only minimal revenue, accounting for an estimated 2% to 4% of total market earnings since mid-2024.
Peru accomplished what numerous regulated jurisdictions have struggled to achieve. Players largely abandoned offshore platforms following regulation. They remained loyal to established brands — specifically because those operators entered the licensed marketplace.
Revenue expansion has lagged behind demand growth. While consumer interest climbed 120%, projected revenue increased approximately 10% during the equivalent timeframe. The sector is successfully attracting additional users but converting that engagement into revenue at a more gradual rate.
Market Leader Faces Growing Competition
A single operator continues to command the marketplace.
Apuesta Total controls over half of total measured consumer demand. Such market concentration remains uncommon even among recently regulated gaming jurisdictions.
Behind the dominant player, competitive dynamics are evolving. Betano has achieved demand increases exceeding 100% annually and currently commands approximately 18% market share. The company has transitioned from peripheral participant to significant competitor.
Bet365, Betsson, and Coolbet have similarly maintained robust market positions, demonstrating that Peruvian consumers embraced established international operators once licensing became available.
Peru’s taxation framework may have facilitated operator attraction. The jurisdiction levies a 12% tax on net gaming revenue. Adjacent Brazil applies an identical percentage but calculated on gross revenue, rendering Peru’s actual tax burden substantially lighter.
Two years following regulatory implementation, Peru’s licensed gaming sector continues steady expansion, unlicensed competition has virtually disappeared, and consumer engagement continues ascending toward 2026.
