The Philippine Amusement and Gaming Corp has issued a comprehensive directive requiring gaming industry participants to discontinue existing responsible gambling promotional materials and substitute them with content advertising the National Problem Gambling Helpline.
The mandate was communicated via official memorandum issued by PAGCOR’s Gaming Licensing and Development Department on June 9.
The directive encompasses all entities operating within PAGCOR’s regulatory framework, including licensed operators, equipment suppliers, gaming system administrators, venue operators, and affiliated industry participants.
National Helpline Receives Prominent Advertising Position
The National Problem Gambling Helpline commenced operations on May 26. The service provides round-the-clock assistance to individuals who believe their gambling activities have resulted in negative consequences.
PAGCOR emphasized the necessity of increasing public awareness of the helpline service. Current responsible gambling messaging displayed on billboards, large-format outdoor installations, and similar advertising platforms must be substituted with authorized helpline promotional content.
Alejandro Tengco, PAGCOR’s chairman and chief executive officer, explained that the initiative aims to ensure accessible assistance for individuals experiencing gambling-related challenges.
Tengco emphasized that effective responsible gambling programs extend beyond public education campaigns. They must also establish direct connections between affected individuals and professional support services.
The regulatory agency characterized this directive as a component of its comprehensive strategy to enhance gambling safety standards throughout the Philippines.
Implementation Timeline and Reporting Obligations
Operators must complete all required advertising substitutions by July 15, with the new helpline materials remaining displayed until September 15.
Additionally, gaming operators are required to file a detailed progress report documenting their advertising replacement activities by July 16.
PAGCOR clarified that the helpline promotional content will bypass standard advertising approval procedures with the Ad Standards Council. Instead, the regulator will issue direct exemption documentation.
Operators who fail to meet the requirements may be subject to enforcement proceedings. However, PAGCOR has not publicly disclosed the nature or severity of potential sanctions.
The directive applies universally to all licensed gambling establishments operating within Philippine jurisdiction, with no exemptions granted.
