Provincial Legislature Reviews Comprehensive Gaming Tax Proposal
The province of KwaZulu-Natal has moved forward with significant legislative changes to its gambling taxation system.
Earlier this month, Finance MEC Francois Rodgers presented the KwaZulu-Natal Gaming and Betting Tax Bill, 2026 to provincial lawmakers.
This legislation establishes a comprehensive taxation structure applicable to all licensed gaming and betting operators operating within provincial boundaries. The framework aligns provincial regulations with existing national gambling legislation.
The proposed system seeks to enhance revenue collection mechanisms, increase fiscal transparency, and accelerate transformation initiatives throughout the gambling industry.
Collected revenues will flow into the Provincial Revenue Fund, with designated allocations supporting a newly established Gaming and Betting Transformation Fund.
According to Rodgers, the levy structure is projected to generate annual revenues between R50 million and R100 million. These resources will finance inclusive participation initiatives and support sustainable sector development.
“This Bill represents a critical step in strengthening our revenue framework, while promoting fairness, transformation and inclusive economic growth,” Rodgers said.
Dedicated Support for Horse Racing Sector
The legislation includes specific provisions allocating horse racing tax revenues for equine industry reinvestment.
Particular emphasis has been placed on traditional racing practices, locally referred to as Umtelebhelo.
These measures will operate in conjunction with the KwaZulu-Natal Equine Industry Development Masterplan. This strategic plan aims to generate economic opportunities and expand rural community involvement in horse racing activities.
Rodgers emphasized the bill guarantees equine industry support “in a manner that benefits all communities of KwaZulu-Natal.”
The integrated approach combining taxation policy with the development masterplan represents a strategic effort to formalize and expand the provincial horse racing economy.
Provincial Authorities Advocate for Federal Online Gaming Framework
Beyond its internal legislative initiatives, KwaZulu-Natal is pressing national government to expedite online gambling regulation development.
Provincial authorities highlighted the substantial revenue opportunities presented by digital gambling platforms. They contend these income streams could alleviate socio-economic challenges throughout the nation.
Online gambling operations currently lack federal regulatory oversight, representing a persistent gap in South African gambling policy.
KwaZulu-Natal’s advocacy intensifies provincial involvement in a national policy dialogue that has continued for multiple years.
