Acesite (Phils) Hotel Corporation has announced an indefinite suspension of its Waterfront Manila Hotel & Casino reconstruction project, pointing to escalating expenses and challenging market conditions in the Philippine capital’s hospitality sector.
Waterfront Philippines Inc maintains majority control of Acesite with a 55.7% ownership position. Initial plans called for a staged reopening beginning in Q1 2026, culminating in full operations by early 2027.
The venue has remained shuttered since March 2018 following a devastating blaze that consumed the Manila Pavilion Hotel. Investigations determined the fire originated in the gaming floor’s slot machine area, caused by defective electrical systems. The tragedy claimed six PAGCOR employees.
Insurance compensation totalling PHP 1.5 billion was allocated for reconstruction efforts. Acesite now projects final redevelopment expenses at PHP 3.6 billion—representing a 140% increase from initial projections.
According to company statements, construction material prices and workforce costs have climbed substantially. Rising petroleum prices linked to escalating US-Israel-Iran tensions contributed significantly to the budget expansion.
Manila Tourism Sector Faces Headwinds
Acesite reported that Manila’s hospitality industry continues experiencing difficulty attracting international visitors throughout 2026. Expectations for meaningful improvement in 2027 remain subdued, with Middle Eastern geopolitical instability cited as a contributing factor.
Chinese visitor volumes, historically a critical revenue driver for casino properties, have fallen short of recovery projections. Despite visa-free entry policies for Chinese passport holders, Acesite observed that mainland tour operators remain hesitant to schedule Manila trips following the termination of Philippine Offshore Gaming Operator (POGO) activities.
The expanding online gambling sector presents additional challenges. Acesite acknowledged this competitive shift has become increasingly prominent throughout Manila’s gaming landscape.
2028 Represents Earliest Possible Timeline
Facing these combined pressures, Acesite leadership concluded that additional capital commitments are imprudent under current circumstances. The organization plans to await more favourable tourism and gaming indicators that would support debt service obligations and acceptable investment returns.
Construction activities will remain suspended until 2028 at minimum. During this interim period, the company allocated resources for ongoing property maintenance to preserve structural integrity.
The development has experienced repeated postponements since the 2018 disaster. This recent announcement extends the reopening timeline even further.
Acesite indicated it will continuously monitor market dynamics and proceed only when accommodation rates, occupancy metrics, and gaming revenues demonstrate sufficient strength to warrant the substantial financial commitment.
