The announcement also triggered declines in Blue Owl Capital (OWL), down 4%, and Bloom Energy (BE), which plunged 6%.
According to Bloomberg’s initial coverage, this notification serves as a protective measure for Oracle against potential financial penalties should the expansive AI-focused data center miss its targeted 2028 operational launch. Oracle serves as the primary tenant for this development.
Stack Infrastructure, which operates under Blue Owl Capital’s investment portfolio, is responsible for constructing Project Jupiter. The facility is designed to generate 2.45 gigawatts of electrical capacity—sufficient to power approximately 1.8 million residential properties.
This enormous capacity positions it among the most significant data center construction projects connected to the current artificial intelligence expansion. However, the development has encountered practical obstacles: securing adequate water resources and reliable power infrastructure.
The Critical Pipeline Challenge
Oracle formed a strategic alliance with Bloom Energy to operate the facility using solid oxide fuel cell technology. This power generation method proves particularly suitable for New Mexico’s arid environment since it requires minimal water consumption during electricity production.
However, these fuel cells depend on a continuous natural gas supply. The necessary gas is expected to arrive via a 17-mile conduit known as the Green Chile Project, managed by Energy Transfer.
Initial projections scheduled the pipeline’s completion for August 2026. That timeline has now shifted to February 2027.
The postponement results from New Mexico’s State Land Office consistently rejecting right-of-way permit applications for passage through state trust property. Local government representatives and environmental advocacy organizations have voiced objections regarding potential climate consequences and strain on regional resources.
In the absence of this pipeline infrastructure, Bloom’s fuel cell systems cannot operate. This situation leaves the campus currently without a functional energy supply.
Force majeure provisions enable corporations to suspend contractual duties when unforeseen and unavoidable circumstances arise. Oracle characterizes its invocation of this clause as a protective measure.
The company publicly affirms that “Project Jupiter remains on our planned schedule.” Nevertheless, the formal filing indicates genuine concerns about timeline adherence.
Financial Implications
Approximately 20 financial institutions assembled an $18 billion lending package to support the campus construction. This represents substantial capital committed to a venture now confronting pipeline obstruction and community resistance.
Should Oracle secure payment flexibility from Blue Owl, it may nonetheless unsettle the banking consortium financing the construction. This standoff introduces additional complexity to a venture already underway for nearly two years.
Project Jupiter doesn’t exist in isolation. It forms an integral part of the comprehensive Stargate program, which includes participation from OpenAI and SoftBank, and received a public unveiling featuring President Trump alongside leadership from all participating organizations.
