Cheikh Diba presented these statistics during the inauguration of the African Lotteries Association conference hosted in Dakar. The gathering assembled industry stakeholders around the central topic of “Development and innovation of African lotteries.”
The revenue total of $71 million, corresponding to CFA 40.9 billion, demonstrates a 71% achievement rate against the government’s projected revenue benchmarks. Diba highlighted the expanding digital gambling sector as a primary catalyst for these results.
2025 Tax Policy Overhaul Reshaping Industry Landscape
The finance minister outlined how Senegal established a double taxation system for gambling enterprises during 2025. This initiative formed part of an extensive governmental effort to strengthen domestic revenue streams.
Diba characterized the reforms as an approach to harmonize gambling sector expansion with enhanced regulatory frameworks. He positioned the policy within a comprehensive strategy for resource diversification as budgetary constraints intensify.
“In a context marked by resource scarcity and increasing budgetary pressure, the Government of the Republic of Senegal has opted for diversification and strengthening the mobilization of domestic resources,” he said.
The opening quarter performance indicates the taxation modifications have not hindered market activity. On the contrary, the industry demonstrates continued expansion while delivering increased contributions to government finances.
Diba verified that gambling proceeds have been reallocated toward social welfare programs. He characterized this reinvestment as essential considering present fiscal constraints facing the administration.
LONASE Serves as Cornerstone of Government Strategy
The minister commended Senegal’s National Lottery, referred to as LONASE, for its contribution to advancing governmental objectives. He particularly acknowledged Director General Toussaint Manga for spearheading organizational reforms.
Diba attributed to LONASE the successful redirection of gambling revenues toward public service initiatives. He noted the lottery organization had adopted innovations consistent with governmental priorities.
