- The action targets creative agencies responsible for campaigns promoting Coolbet, Betano, Jugabet, and Rojabet
- Polla Chilena expressed alarm over advertisements appealing to younger demographics without responsible gaming warnings
- Regulatory legislation for digital gambling remains under consideration in the Chilean legislature with no definitive timeline
- The lottery operator previously filed financial crime allegations this year against payment facilitators connected to unauthorized gambling operations
Polla Chilena de Beneficencia, the state-controlled lottery entity in Chile, has taken formal legal steps against multiple advertising firms accused of marketing unauthorized digital betting services within Chilean borders.
The formal grievances were lodged with the Consejo de Autorregulación y Ética Publicitaria (Conar), the self-regulatory body responsible for monitoring advertising standards throughout Chile.
According to Polla Chilena, these promotional campaigns breach the nation’s Advertising Ethics Code by marketing gambling services from operators lacking proper legal permission to function within Chilean territory.
The state lottery further highlighted concerns that these marketing efforts make betting appear commonplace to youth audiences while omitting crucial responsible gambling information.
Advertising Firms Under Investigation
One company facing scrutiny is Enelblanco.TV, which produced promotional materials for Coolbet starring former national team football captain Claudio Bravo. According to the complaint, at least one advertisement featured an underage individual.
Ampfy faces allegations for producing commercials for Betano broadcast across sports television networks. The state lottery contends these advertisements may mislead audiences into perceiving digital wagering as harmless recreation without acknowledging potential financial dangers.
Draff.tv received criticism for developing promotional content for Jugabet utilizing video game-inspired graphics. The complaint suggests these materials deliberately target younger demographics by presenting betting as simply another smartphone pastime.
PartnerProd.cl, responsible for television spots promoting Rojabet, was also cited. These broadcasts depict individuals viewing football matches with real-time betting lines displayed during gameplay.
Polla Chilena contended this presentation style makes betting for younger generations and regular football viewers seem ordinary and acceptable.
The operator emphasized that none of the questioned advertisements included warnings about responsible gambling practices.
Absence of Established Regulatory Structure
These complaints emerge while Chilean lawmakers continue deliberating proposed legislation designed to establish a licensing system for digital gambling providers.
In the absence of completed regulatory guidelines, promotional activities by unlicensed operators exist within uncertain legal territory.
The proliferation of betting promotions across Chilean broadcast and online media has captured growing scrutiny from both government regulators and the national lottery authority.
This represents far from the initial occasion Polla Chilena has pursued action against unauthorized gambling activities. Earlier in February, the organization filed financial crime allegations against payment processing entities associated with unlicensed gambling ventures.
That particular complaint identified six individuals serving as legal agents for the payment processors. These parties faced accusations of facilitating financial operations for operators functioning without gambling authorization within Chile.
Polla Chilena observed that numerous digital gambling platforms employ third-party financial processors headquartered internationally to handle transactions. This structure complicates enforcement efforts since these organizations function beyond Chilean legal authority.
The government lottery operator has established itself as the principal enforcement body against unauthorized gambling in Chile during the nation’s transition toward implementing comprehensive industry regulations.
Lawmakers have not announced when the digital gambling legislative framework will receive final approval.
