The cryptocurrency exchange Coinbase has obtained official authorization from Abu Dhabi Global Market’s Financial Services Regulatory Authority (FSRA) to launch an international platform focused on tokenized assets in the UAE’s capital city.
The regulatory license permits COIN to facilitate investment transactions and offer custodial solutions for securities that exist on blockchain networks. This authorization forms the cornerstone of what the company characterizes as its global tokenization platform.
Securities that are tokenized, registered, and launched within ADGM will maintain complete backing from actual underlying equities under FSRA oversight. Authenticated token owners gain complete shareholder privileges, encompassing both dividend distributions and voting authority.
A major advantage centers on ease of access. Market participants can engage without establishing traditional brokerage relationships or correspondent banking connectionsāonly a cryptocurrency wallet is necessary.
All asset movements will undergo continuous sanctions monitoring, and Coinbase confirmed its capability to freeze or confiscate holdings at the wallet level when circumstances demand it. The platform positioned this functionality as evidence that decentralized finance and regulatory adherence can coexist.
Brett Tejpaul, Co-CEO of Coinbase Institutional, emphasized that no leading financial hub has successfully created regulations treating tokenized stocks simultaneously as securities, blockchain-native instruments, and DeFi-compatible assets. ADGM has accomplished this integration.
Coinbase’s Established UAE Presence Predates New Authorization
This latest development represents an expansion rather than an entry point for Coinbase’s UAE operations. In 2023, the firm’s investment management division unveiled Project Diamond, enabling institutional clients to create and exchange digital debt products utilizing Base, the company’s Ethereum-based blockchain infrastructure.
Recently, Mubadala Capital, operating as the investment management division of Abu Dhabi’s sovereign wealth fund, converted one of its private market investment products into tokenized form using technology that incorporated Base, with Coinbase assuming direct participation in the fund.
ADGM established its digital asset oversight framework in 2018, positioning itself among the pioneering major financial hubs to implement such regulations. This proactive approach has subsequently drawn multiple cryptocurrency and tokenization enterprises to the jurisdiction.

Dual UAE Operations Support Broader International Vision
The newly approved Abu Dhabi tokenization facility will operate concurrently with Coinbase’s derivatives business established in Dubai. This configuration provides the organization with two separate and fully regulated UAE operations, both positioned outside American jurisdiction.
Coinbase characterized its UAE expansion as representing two of its most significant international initiatives: one concentrating on tokenized securities and blockchain-based capital markets, the other on derivatives trading.
The platform’s debut arrives amid widespread industry momentum toward migrating conventional assets onto blockchain infrastructure. Investment firms and financial institutions have been converting funds, bonds, private debt, and equity instruments to blockchain formats, motivated by accelerated settlement processes and opportunities to leverage assets as collateral in decentralized finance ecosystems.
Coinbase stated that the FSRA authorization establishes the regulatory infrastructure necessary to democratize capital market access on a worldwide scale.
