Shares of Lockheed Martin (LMT) declined 1.45% during Tuesday’s trading session. Meanwhile, Rheinmetall (RHMG) saw gains of 1.13% following the announcement that both defense contractors had executed a memorandum of understanding for joint ATACMS missile production in Europe.

The memorandum was formally executed at a NATO Industry Forum taking place alongside the NATO Summit held in Ankara, Turkey.
This development represents a historic milestone as the Army Tactical Missile System—commonly referred to as ATACMS—will now be produced beyond United States borders for the first time.
Both the American and German governments have thrown their support behind this initiative, providing a level of official endorsement that often expedites such defense industry collaborations.
According to statements from both corporations, the memorandum of understanding represents an initial phase toward establishing a comprehensive joint venture. This future venture would function as what they described as a “European centre of excellence” dedicated to manufacturing, integration, and distribution of ATACMS systems for NATO forces and allied nations.
Manufacturing will be centralized at Rheinmetall’s Unterluess facility in Lower Saxony, situated in northern Germany. This historic site has maintained continuous operations for more than 125 years and currently supports a workforce of approximately 4,000 employees.
The Unterluess facility currently specializes in weapon systems manufacturing, ammunition production, and tracked vehicle assembly. Additionally, it operates Europe’s largest privately managed firing range.
Rheinmetall Chief Executive Officer Armin Papperger characterized this development as an advancement toward enhanced European defense independence. He emphasized that it establishes “new capabilities for Germany and Europe” while guaranteeing reliable supply chains for client nations.
Jay Pitman, who serves as president of Lockheed Martin International, stated that this partnership would provide “combat-proven capabilities faster and more efficiently” to partner countries.
Dennis Goege, Lockheed Martin’s chief executive for European operations, positioned the agreement as a demonstration of NATO’s enduring strength, merging American missile expertise with European production capabilities.
The Strategic Importance of ATACMS
ATACMS represents a short-range ballistic missile system with an extensive operational history. The weapon has been deployed in high-intensity military operations and is regarded as a precision-engineered, battle-tested platform by NATO alliance members.
Demand for these missile systems has experienced substantial growth as allied nations seek to replenish weapons inventories depleted by ongoing military engagements in Ukraine and Middle Eastern theaters.
Lockheed Martin confirmed it will maintain operations at its current ATACMS manufacturing facility in Camden, Arkansas, throughout the transition period until European co-production reaches full operational capacity.
Production Schedule and Future Developments
Construction of a specialized rocket motor manufacturing plant at the Unterluess location is currently in its final stages. Full-scale production of rocket motors and precision-guided missile components is anticipated to begin as early as 2027.
In the previous year, Rheinmetall inaugurated “Werk Niedersachsen” at this facility—characterized as among the most technologically advanced artillery ammunition manufacturing operations in Europe.
Lockheed Martin has maintained its position as a key defense industry partner throughout Europe for over 75 years. Company representatives indicate this agreement strengthens that historical relationship through sustained industrial cooperation.
