Following an on-site inspection and attendance at a municipal council meeting, Luria concluded the project appears unlikely to achieve its goal of 328 MW of operational power capacity before year-end.
This development carries major implications since Nebius must expand its connected power infrastructure from approximately 170 MW at 2025’s close to a range of 800-1,000 MW by December 2026.

Construction Setbacks Threaten 2026 Projections
According to Luria, the Vineland construction issues could eliminate potential upside from Nebius’ current 2026 projections. More critically, he suggested these problems might undermine investor confidence in the company’s overall growth story.
“We fear that the narrative on Nebius could change and the ability to convert contracted power to connected power and then into active power (revenue) may be put into question,” Luria wrote.
Nebius currently commands a 21% valuation premium over competitor CoreWeave (CRWV) based on backlog metrics, plus a substantial 172% premium versus Oracle’s artificial intelligence cloud offerings. Maintaining these valuation advantages requires flawless operational execution.
