On Wednesday, China’s Cyberspace Administration authorized Apple Intelligence for deployment within the country, placing it among approved generative AI solutions alongside competitors including Huawei, Xiaomi, Samsung, and additional providers.
Alibaba announced that its Qwen AI technology will serve as the foundation for Apple Intelligence throughout China, spanning iOS, iPadOS, and macOS platforms. The company’s American depositary receipts climbed 5.63% during premarket hours to $118.64. Apple shares increased approximately 1%.

The regulatory clearance concludes an extended waiting period dating back to 2024, when Apple initially introduced its AI capabilities. Substantial modifications occurred during this timeframe, as Apple pivoted from its initial framework and reconstructed the platform using Alphabet’s Google Gemini infrastructure before finalizing its collaboration with Alibaba for Chinese operations.
Qwen will enable text processing and image recognition plus generation capabilities for iPhone owners in China. This development positions Alibaba’s AI technology before hundreds of millions of Apple device owners throughout the region.
Apple has pursued strategies to narrow its competitive gap with Huawei across China, where the company has encountered mounting challenges in recent periods. The AI deployment represents a critical component of this competitive strategy.
For Alibaba, this collaboration establishes a substantial new avenue for distribution. While Qwen has already been embedded within Taobao, Tmall, and additional Alibaba services, direct access to iPhone users represents an exponentially larger audience.
Apple Explores On-Device AI Optimization
CNBC disclosed Tuesday that Apple has initiated preliminary discussions with PrismML, a Caltech-affiliated startup supported by Khosla Ventures, regarding compression capabilities that could reduce Alibaba’s open-source Qwen 3.6 infrastructure from approximately 54 GB down to less than 4 GB.
Should these efforts prove viable, the optimization would enable a 27-billion-parameter framework to operate completely on iPhone 15 and subsequent models, eliminating cloud connectivity requirements.
“They’re really evaluating our technology right now. Things are progressing nicely,” PrismML CEO Babak Hassibi told CNBC.
Rollout Schedule Remains Unannounced
Neither Apple nor Alibaba has disclosed a specific deployment date for when these AI capabilities will become accessible on consumer devices following regulatory authorization.
The approval positions Apple alongside prominent Chinese technology corporations. Doubao, Vivo BlueOnDevice, and Oppo AndesGPT were similarly included among the seven platforms approved during this regulatory cycle.
Alibaba has actively expanded Qwen integration throughout its proprietary ecosystem while establishing Alibaba Cloud as fundamental infrastructure supporting China’s artificial intelligence sector. The Apple partnership amplifies these initiatives at a particularly visible scale.
