The standard empowers creators of regulated digital assets to embed compliance mechanisms directly into token architecture. Applicable asset classes include stablecoins, tokenized investment vehicles, and digital bonds.
Cardano’s ledger validates these embedded rules with each token transfer, minting operation, or burn event. The finalized specification was integrated on September 29 following 90 development commits.
Functionality of the CIP-0113 Framework
Token creators can mandate KYC and AML verification, implement sanctions wallet screening, and establish transaction limits. They can also halt token movement or reclaim assets when predefined token rules permit such actions.
As an illustration, a regulated investment fund could mandate identity verification for both sending and receiving parties. A stablecoin provider could restrict addresses flagged on international sanctions registries.
These enforcement mechanisms function as modular components selected individually for each token. CIP-0113 grants no authority to freeze ADA itself or impose controls on previously issued Cardano native assets.
Administrative rights can be distributed across multiple operators. This structure ensures that a single account does not concentrate all administrative capabilities.
“The rules have to travel with the asset and be enforced every time it moves,” said Frederik Gregaard, CEO of the Cardano Foundation.
Activation of the standard required no blockchain hard fork. Tokens created under this framework maintain their status as Cardano native assets, and issuers can modify modules as regulatory requirements evolve without changing the underlying standard.
Extended Development and Security Review Process
CIP-0113 originated in January 2023. Multiple design iterations preceded adoption of the current architecture.
In July, the Foundation confirmed that security issues identified during auditing had been resolved. The September progress report indicated the initial module passed auditing “with no critical or high-severity findings.”
A distinct reference implementation aligned with the Swiss Capital Markets and Technology Association (CMTA) framework has not yet undergone formal independent security review. The project repository indicates this audit remains scheduled.
CMTA has acknowledged CIP-0113 tokens as functionally equivalent to its CMTAT framework for certification applications. This recognition permits their use in certifying ledger-based equity instruments under CMTA regulatory standards.
The wallets Eternl and GeroWallet, the blockchain explorer CardanoScan, and the development platform BloxBean have implemented support for the standard at launch. Fireblocks has projected support for Cardano native tokens by March 2027.
