Recent figures reveal that the nation’s banking sector has successfully intercepted significant volumes of payments directed toward unlicensed betting platforms.
According to findings published by Blask, Kazakhstan’s second-tier financial institutions intercepted more than 400,000 payment attempts during the six-month period spanning October 2025 to March 2026.
These payment attempts were linked to 110 entities and payment service providers that regulators had previously blacklisted. The cumulative value of these blocked transfers reached $20.8 million, equivalent to approximately £15.6 million.
Financial Sector Enforcement Measures
The volume of intercepted payments demonstrates how payment system control has emerged as a cornerstone of Kazakhstan’s strategy against unlicensed gambling activities. Rather than exclusively pursuing operators through direct action, regulators are prioritizing the disruption of financial flows.
This enforcement strategy extends beyond simply blocking transactions. Authorities took eleven financial institution employees into custody on allegations of facilitating gambling operators’ efforts to bypass the restrictions.
The detentions indicate that certain banking personnel were allegedly complicit in allowing prohibited transactions to proceed. Officials appear to view these arrests as an integral component of their broader enforcement campaign.
Kazakhstan has also enlisted telecommunications providers in this initiative. The government has contacted Tele2, Beeline, Kcell, and Activ to assist in real-time blocking of gambling-related payment activities.
Geographic blocking technology represents another enforcement mechanism being deployed. This prevents unlicensed operators from accessing Kazakhstan-based users through their digital platforms and applications.
Current legislation prohibits online casino operations within Kazakhstan. Sports betting conducted online remains permissible, though exclusively through a restricted selection of licensed bookmakers.
This creates minimal opportunities for Kazakhstan residents to participate in online gambling through legitimate channels. The majority of online betting activity within the country operates outside legal frameworks.
Kazakhstan’s approach mirrors developments observed in other jurisdictions. Regulatory bodies are moving away from penalty-based enforcement toward dismantling the operational infrastructure supporting illegal operators.
In the Netherlands, a comparable transition has been articulated by the Kansspelautoriteit regulatory body. Director Ella Seijsener stated last month that monetary penalties alone have proven insufficient against an expanding unauthorized market.
She explained that fines prove difficult to collect and frequently remain unpaid. Instead, she emphasized that regulators must collaborate with financial institutions, internet hosting providers, and payment processors to constrain illegal operators’ capabilities.
Development of Physical Gambling Facilities
While online gambling encounters increasingly stringent regulations, Kazakhstan is pursuing an alternative path for physical gaming establishments. Reports from May indicated that legislators seek to expand designated gambling zones to stimulate economic growth.
Four regions have been identified for this development initiative. These encompass Mangistau along the Caspian Sea coastline, the Panfilov district and Lake Alakol within Zhetysu, the Talgar district situated in the Almaty region, and the Markakol territory with the Zaisan district in East Kazakhstan.
These designated zones target international tourism rather than domestic patronage. Reports suggest that the planned facilities will exclude Kazakhstan residents from entry.
The government intends to implement responsible gambling safeguards concurrent with the expansion. This maintains the existing division between tourist-focused land-based gaming and ongoing limitations on online gambling access for citizens.
