TLDR
- Paolo Ardoino, Tether’s CEO, claims the company reduced Iran-connected stablecoin transaction volumes by 94% since 2023 through wallet freezes.
- Blockchain analytics from TRM Labs indicate Tether’s proportion of Iran-attributed wallet activity dropped from 67% in 2025 to just 14% by August 2026.
- The stablecoin issuer blocked approximately $550 million in Iranian-linked tokens during 2026, frequently acting weeks ahead of official U.S. sanctions.
- These assertions come as a direct response to a Senate investigation published September 28 that identified the stablecoin as crucial infrastructure for Iranian financial networks.
- Under Operation Economic Outcast, U.S. authorities are pursuing roughly $1 billion in Iranian cryptocurrency holdings for potential confiscation.
On October 19, Tether’s chief executive Paolo Ardoino announced that his company’s wallet restriction initiatives have slashed Iran-connected stablecoin transaction activity by 94% over the past three years.
Ardoino disclosed these statistics via X, directly addressing a recent congressional investigation. The Senate inquiry had highlighted Iran’s reliance on Tether’s digital dollar and intensified regulatory pressure on the company within U.S. political circles.
Stablecoin Issuer Claims Preemptive Action
According to Ardoino, Tether restricted the relevant wallet addresses roughly four weeks ahead of formal designations from the U.S. Treasury’s Office of Foreign Assets Control (OFAC).
He further stated that in 99% of instances, Tether implemented freezes before blockchain intelligence provider Chainalysis flagged those addresses.
When a wallet undergoes freezing, the digital assets contained within that address become immobilized and cannot be transferred or utilized.
Blockchain intelligence firm TRM Labs data corroborates the overall pattern. Tether’s portion of on-chain transaction volume within Iran-associated wallets declined sharply from 67% in 2025 to merely 14% by August 2026.
So far in 2026, the company has immobilized approximately $550 million in Iranian-connected tokens. This total encompasses $344 million frozen in April and an additional $130 million in July.
Tether has previously restricted wallets connected to Iranian cryptocurrency exchange Wallex along with other platforms facing sanctions.
Congressional Investigation Sparked Response
Ardoino’s public statement directly addresses a September 28 investigation published by Democratic staff members of the Senate Permanent Subcommittee on Investigations.
That congressional probe examined 846 flagged Iran-associated wallets. Investigators discovered that 84% of these addresses conducted transactions almost exclusively using Tether’s stablecoin.
The investigation characterized the token as a critical financial infrastructure component for Iran’s parallel banking systems operating outside formal channels.
Iran’s Central Bank has accumulated approximately $507 million in Tether tokens as part of its strategy to stabilize the rial, the nation’s official currency.
Tether’s stablecoin commands a market capitalization of roughly $183 billion. It controls more than 60% of the entire stablecoin sector, establishing it as the dominant player by a substantial margin.
This controversy unfolds while legislators continue deliberations on the GENIUS Act stablecoin regulatory framework. Concurrent reporting revealed that a company associated with Bo Hines obtained $6.3 million from Tether during the period he participated in drafting stablecoin policy.
In August 2026, the U.S. government initiated Operation Economic Outcast, a coordinated effort designed to sever Iran’s access to alternative financial channels.
Treasury Secretary Scott Bessent announced that American authorities are pursuing approximately $1 billion in Iranian cryptocurrency holdings for potential seizure through this initiative. These assets have not received official confirmation as currently frozen.
TRM Labs analytics support the directional trend in Ardoino’s assertion. Nevertheless, the complete 94% reduction figure remains without independent third-party confirmation.
Senator Richard Blumenthal, who directed the subcommittee investigation, has not issued a public statement regarding Ardoino’s 94% reduction claim.
