Key Takeaways
- KuCoin immediately suspended all operations for Russian and Belarusian users starting Oct. 29.
- Users in affected regions will receive personalized notifications specifying their withdrawal windows and position closure procedures.
- The exchange referenced legal and regulatory obligations without identifying a particular directive.
- Both MEXC and Bitget implemented comparable market exits from these nations during October.

Cryptocurrency trading platform KuCoin has withdrawn from the Russian and Belarusian markets entirely. The decision became effective without delay, as stated in the company’s Oct. 29 disclosure.
The departure encompasses every product, service, and platform feature KuCoin offered in these two nations. Company representatives emphasized that withdrawal procedures would be managed systematically to allow customers adequate time to settle their positions and retrieve their holdings.
The exchange declined to specify a universal withdrawal cutoff date. Neither the total number of impacted accounts nor the aggregate value of assets held by these users was disclosed.
Personalized Withdrawal Schedules for Affected Accounts
Customers in the restricted territories will receive direct account communications containing their specific withdrawal timelines and procedural guidance. According to the platform, users who do not receive such notifications have no immediate action required.
These accounts continue to operate under KuCoin’s standard terms of service and existing limitations. The exchange instructed customers with concerns about their account standing to reach out to support teams directly.
KuCoin additionally cautioned users against responding to communications outside verified channels due to elevated phishing threats.
The platform attributed the withdrawal to compliance with relevant legal and regulatory mandates. However, it stopped short of identifying any particular sanctions order, licensing requirement, or specific regulatory directive behind the decision.
October Sees Multiple Exchange Departures from These Markets
This is not the first platform to abandon these territories in recent weeks. MEXC announced on Oct. 20 its intention to cease operations in Russia and Belarus, framing the decision as part of broader compliance initiatives.
MEXC indicated that impacted customers would receive tailored communications regarding withdrawal procedures and timelines. The exchange stressed that client funds remained secure and warned users that legitimate staff would never request payments, login credentials, or recovery phrases via direct messages.
Bitget revised its service terms on Oct. 16 to designate Russia and Belarus as forbidden jurisdictions. An Oct. 17 company statement characterized the account terminations as “a one-off exercise for certain users only.”
Bitget confirmed ongoing platform operations, noting that affected customers would be provided individual deadlines and withdrawal procedures.
These market exits come after fresh European regulatory measures. The Council of the European Union enacted its 21st sanctions framework on July 23, expanding transaction prohibitions to 14 cryptocurrency-related services operating from Georgia, Panama, the United Arab Emirates, the Marshall Islands, Kyrgyzstan, and Belarus.
This legislative package also introduced provisions enabling comprehensive bans on crypto services originating from third-party nations that facilitate Russian circumvention of EU sanctions. KuCoin’s announcement did not reference this sanctions package as the catalyst for its market withdrawal.
This isn’t KuCoin’s first high-profile market exit. In January 2025, the exchange’s operating entity, Peken Global Limited, entered a guilty plea in US courts for operating an unlicensed money transmission service.
Peken committed to paying over $297 million in penalties and agreed to suspend KuCoin’s US operations for a minimum two-year period. The platform’s co-founders, Chun Gan and Ke Tang, consented to relinquish their management responsibilities.
Currently, KuCoin customers located in Russia and Belarus should monitor their accounts for official communications containing withdrawal deadlines. The exchange has emphasized that users should exclusively trust information from verified company channels for further developments.
