This strategic shift represents a significant change from Apple’s previous approach of depending exclusively on domestic third-party models to enable AI capabilities on iPhones and other products distributed in China.
Chinese iPhone users have lacked access to Apple Intelligence, creating a competitive disadvantage in a market where domestic competitors such as Huawei have rapidly advanced with AI-enhanced smartphones.

Two-Pronged AI Framework for the Chinese Market
This configuration enables Apple to pursue a bifurcated strategy: proprietary technology working in tandem with government-sanctioned third-party platforms. The framework aims to satisfy China’s stringent regulatory standards while maintaining Apple’s control over the customer experience.
China’s Cyberspace Administration officially registered Apple’s generative AI offering last month, opening the door for Apple Intelligence to debut in China through an upcoming iOS update in the near future.
According to the approved framework, Alibaba’s Qwen platform will be integrated into the Chinese version of Apple Intelligence deployed on compatible iPhone, iPad, Mac, and Vision Pro hardware in China. Baidu’s technology will also be incorporated.
Apple recently published a Chinese-language tutorial demonstrating how eligible Mac users in mainland China could integrate Qwen with Siri and Writing Tools. The company subsequently withdrew the guide without providing a reason.

Apple and Alibaba announced their collaboration in February 2025, with Alibaba chairman Joe Tsai revealing at the World Governments Summit in Dubai that Apple had selected Alibaba to enable AI functionality on Chinese iPhones.
Following initial reports of Alibaba’s partnership with Apple in July, Alibaba’s U.S.-traded shares surged approximately 4% during premarket sessions.
